Portugal's investment-based residency program offers EU access for those with capital to deploy—but the rules are tightening.
Portugal's Golden Visa program grants residency to non-EU citizens who make qualifying investments. Historically, real estate was the primary route, but Portugal has been restructuring the program to prioritize job creation and business investment over property purchases in overheated markets.
Investment thresholds typically start around €280,000 for business creation or job-generating ventures, and higher amounts for real estate in less-developed regions. The visa grants residency for two years, renewable for another three years. After five years of continuous residency, you can apply for permanent residency and eventually citizenship—giving you full EU mobility and rights.
